There are 8 fluid ounces in a cup. So that would be 1.75 cups. However, you must make sure you are dealing with liquids. If you are dealing with a solid then it may not so easy. In that case you must see whether the "ounces" in question measure weight or volume. For eg - sugar can also measured in ounces but those are not fluid ounces (which measure volume - like cups), those ounces are used to measure wieght.
Unfortunately, there is no easy formula to convert weight ounces to fluid ounces because it depends on the density of the object. However, if you have a recipe that calls for cups of sugar and you have a 14 ounce bag of it - the simplest way to find out how many cups of sugar are there is to take a measuing cup and dig through it.
